Bottom line upfront

Current NATO/UN/EU operations call for a comprehensive engagement strategy that is essential to develop community trust and create the cooperative environment necessary to achieve mission objectives. To deal with challenges originated mainly from NATO’s Theatres of Operations but also applicable to any stability ops or under any aegis, Female Engagement Teams(FETs) were established. FETs are battlefield enablers who listen, inform and interact with the local population, primarily women, to build enduring trust, confidence and increased support towards Host Nation Government and multinational Force. The contents and structure apply to any other operation and cover the main topics which are deemed necessary from the experience in the field.



Aim of the course

The FEC Course is primarily designed to train the appointed Female Engagement Teams (FETs) operating at Tactical level. To conduct FET activities at tactical level interacting with local female population in support of mission objectives.

The secondary aim is to inform and train civilian attendees with a parallel interest for the Theatre of operations with a special focus on the comprehensive engagement strategy of the local population, primarily women and children.

Subject covered

- Gender perspective (UNSCR 1325 - BISC 40-1);

- Communication& Negotiation basic principles;

- Assessment& Reporting;

- Working with interpreters in this particular environment;

- Field experience from FET TEAMS;

- Practical role players exercises.



Methodology

Theory: Formal/informal lectures of 50 minutes aimed at the second and third cognitive level of instruction.

Practice: Syndicate work in the form of a discussion/exercise covering the daily subjects. Field training exercises.

External contributions: Guest Speakers, Guest Instructors.



Learning objectives

Upon the completion of the course the student must be able to:

- Conduct KeyFemale Engagements with the local population to build individual, group and community relationships;

- Support & perform activities that involve local population;

- Engage females in the AOO in support of Operations

- Define a reporting mechanism to assess the female engagement trend across AOO.



Personal qualifications

The course is open to NATO, Partnership for Peace, Mediterranean Dialogue personnel and Civilian personnel interested in Civil-Military Coord. issues.

Desired English language proficiency as described in STANAG 6001:
listening (good/2), speaking (good/2), reading (good/2) and writing (fair/2).

However, although it is not mandatory to own an official language proficiency certificate good English skills are required.

Participants should be:

- Officers, NCO sfrom the rank OR4 to OF 2 assigned or selected for assignment to a CIMIC or CIMIC related appointment in a NATO HQ or Unit.

- Officers/ NCOsor civilian equivalent that fill, or are about to fill a comparable appointment in their Nation.

- Representatives from IOs/GOs/NGOs.

- Any other application will be scrutinized on a case by case basis.

Attendees should have: good interpersonal skills; be observant and perceptive to subtle non-verbal clues.



Tuition fee

Tuition fee amounts are:

€100,00 for military and civilian MoD personnel belonging to MNCG contributing Nations*;

€150,00 for remaining personnel.

tuition fee has to be paid through bank transfer to the bank account, no later than 3 days before the start of the course. Instruction will be sent to the participants. Tuition Fee will not be refunded after the confirmation message.



(*)MNCG contributing Nations are: GREECE, HUNGARY, ITALY, ROMANIA, PORTUGAL & SLOVENIA.

NATO, EU or other Multinational HQs personnel, are not considered Partnership Nation members, independently of their own nationalities.

General logistics information



Accommodation

All Italian military personnel will be accommodated in barracks quarters unless differently indicated.

The rest of the participants must use the hotel. MNCG will provide a list of hotels that grant special fares to MNCG students. The hotels listed by MNCG will be connected to the course premises by a free daily shuttle bus(*).

Unless differently communicated, hotel booking remains a student responsibility.

 (*) if allowed by covid-19 safety procedures.



Transportation

Travel arrangements and costs are a student responsibility, including visa arrangement procedures for non-EU citizens.

We recommend you to contact your National Authorities to find out what immigration provision applies to you.

Special transportation instructions in accordance with the standing COVID-19 safety procedures will be issued in due time.



Visa requirements

Every participant is required to check with his/her country’s appropriate authorities whether he/she needs a VISA for entering Italy. No invitation letters can be provided by this HQ;



Dress code

Combat uniform for military personnel, smart-casual/casual for civilians.



Security clearance

The course content is “Non-sensitive information releasable to the public”.



Medical assistance

Medical Assistance is granted free of charge for EU nationals through the European Health Insurance Card or through proper document (contact your own National Health Service).

Non-EU Citizens are advised to stipulate medical insurance for the whole period.



Notes

We inform you that it is mandatory to have a valid COVID-19 Vaccination Certification "Green pass" to enter in MNCG barracks.

A confirmation message will be sent to the selected students after the selection board. Please do not book any flights or hotels before receiving the confirmation message.
